Abstract / Summary

Government of Sindh's Sindh People’s Housing Foundation (SPHF) project with World Bank's support aims to rebuild approximately two million homes that were destroyed by the catastrophic 2022 floods in Pakistan. The project focuses on providing housing subsidy grants, developing construction skills, and offering technical assistance for sustainable and resilient housing. Key challenges include managing the post-disaster logistics and ensuring data accuracy in crisis situation. Research objectives focus on the integration of local materials, sustainable designs, and advanced technologies for scalable and cost-effective housing solutions. The SPHF project promises significant environmental, economic, and social benefits, enhancing community resilience and optimizing supply chains. This final year project will provide an in-depth study to support SPHF’s goals and improve housing reconstruction efforts. The scenes depicted were tensed because of the information pouring in that the in the houses affected areas had been destroyed by the floods. Prime shelters turned into thickets of water, crop lands and lives; people waited and waited for a break, but the water current remained forceful and persistent and grew deep with time. The extent of the disaster overwhelmed those, and they have never seen anything similar to it and it was still uncertain the extent of the damage that the flood would bring. The roads had become impassable while communication networks had been knocked off, leaving the question of where to launch the initial relief efforts very hard to answer. In the middle of this situation, the Government of Sindh came up with the progressive project called Sindh People’s Housing for Flood Affectees (SPHF) that had a purpose of reclaiming not only homes, but more than anything reborn lives of communities. This paper analyses the major challenges, operational issues, and strategic ideas of the SPHF project when it is trying to bring back hope to the lives of the affected community members in the areas most impacted by flood in Sindh.
