Abstract / Description

Since 1980 most of the developing countries have encountered serious economic difficulties that are threatening their development strategies and prospects for growth. The difficult situation facing developing countries is unlikely to improve for some time. At the same time official aid flows have become stagnant, and commercial flows have declined sharply. The options facing these countries therefore are either to face the prospects of declining real per capita incomes, worsening unemployment or to focus efforts on increasing the output from the existing resources. During the past two decades, although investment rates in the developing countries have risen appreciably the aggregate return on investment — an index of total productivity — has declined. When there is such an extraordinarily acute shortage of resources to devote to investment, and the productivity of resources has declined, improving the efficiency of resource use becomes the only viable option.
