Abstract / Description

Ishrat Husain presents comments on trade and environment policy in Asia, delivered at the Asian Development Bank Conference on the Emerging Global Trading Environment and Developing Asia in Manila in May 1995. He argues that environmental protection should be pursued within the broader context of sustainable development rather than in isolation, and that uniform environmental standards across developing and industrial countries are neither persuasive nor appropriate given differing national circumstances. He contends that trade policy is not the right instrument for achieving environmental objectives in Asia, and that market-based approaches are preferable to the direct controls favored by many industrial-country governments and environmental groups. Drawing on World Bank research and examples from Indonesia and Malaysia, he discusses pricing reforms, resource accounting, and the empirical relationship between economic growth, trade openness, and environmental quality in East Asia.
