DR. Ishrat Hussein came to Nigeria as the World Bank's resident representative in December 1983, when Nigeria's oil bubble had long burst; when Nigeria's economy was, more or less, in a stupor. Shehu Shagari had just been reelected for a second term. At that time, Nigerians, at home and abroad, were being made to bear all sorts of economic burdens. Soon, that administration was ousted by the military, with Muhammadu Buhari in as helmsman.
