Abstract

The Civil Service of Pakistan has been the focus of attention and target of bitter criticism from certain quarters. Suggestions have been made that the present structure of Civil Service of Pakistan should be abolished in the light of the recommendations of the Cornelius Report on Pay and Services in Pakistan and the Fulton Report on Civil Service in Britain. The purpose of this paper is to examine whether such a drastic measure has any sound justification and to suggest an alternate strategy for achieving the requisite reform.
