Abstract
The Pay and Services Commission headed by A.R. Cornelius made certain sweeping recommendations demolishing the whole system of administration in this country. The purpose of this paper is to inquire into the validity of the assumptions of the report on the basis of available empirical data, making comparisons with other services in terms of academic background, performance at CSS examination, influence of quota system, distribution of strategic positions, promotion ladder and differential in rank and pay after a certain length of service.
