Abstract

There are different variants of democracy present in the world today such as liberal/illiberal democracy, party/non-party based democracy, and others based on ideologies such as Marxist democracy. Similarly, in recent decades Pakistan went through a relatively newer version of democracy a hybrid or “controlled democracy.” Therefore, the following paper aims to explore the ways-controlled democracy has been exercised in Pakistan, and in a larger context, how has it impacted the policy effectiveness of institutions of the state. The key themes addressed in this paper includes the idea of controlled democracy, working of different institutions understood via new institutional theory and what does the recent elections of 2024 reflects about the controlled democracy in Pakistan. The paper also explores the effects of controlled democracy on the policy making process and policy outcome in Pakistan. The timeline for the historical tracing of this research project is 1988-2024. This is because most of the controlled democracies were formed during this period. Moreover, this timeline also makes the project significant because it involves very recent political developments in Pakistan on which the literature remains unexplored.
