Abstract
This undergraduate research aims to investigate the transformation of the Pakistan Administrative Service (PAS) and its influence in policymaking following the implementation of the 18th Amendment Act (2010) to the Constitution of Pakistan. The Amendment decentralized power from the federal government to provincial governments, thereby altering the dynamics of policy formulation and implementation. The study will employ a qualitative approach by combining qualitative analysis of policy documents, legislative records, and interviews with key stakeholders. The research findings will shed light on the evolving role of PAS officers in the policymaking process and provide valuable insights into the impact of decentralization on administrative structures.
