Executive Summary
This paper establishes a business plan for development of shale gas reservoirs in Pakistan and producing gas from these reservoirs. As opposed to producing gas from a conventional reservoir, production from shale reservoirs requires much more investment and use of latest technology in drilling. The study and the subsequent analysis performed for this report revealed that that there are substantial untapped shale gas reservoirs in Pakistan, which could be developed as a solution to the acute shortage of gas in the country.
The feasibility study performed in this report highlights the fact that the government of Pakistan needs to provide more policy incentives to the exploration companies, to make this high investment project economically viable. Such incentives would include provision of a better gas price and relaxation in the prevailing tax regime. Therefore, a specialized ‘shale gas policy’ would be required for a successful implementation of the project.
