Executive Summary
The primary objective of the project is to identify key hurdles in attracting investment in energy sector. Major contributors to the energy crisis in Pakistan are:
- Regulatory regime
- Ageing, Under Capacity & Mismanaged distribution infrastructure
- Lack of coordination between Federal & Provincial Governments
- Ineffective one window operations in the form of AEDB & PPIB
- Lack of competition on the buyer side
In order to assess the aforementioned, a survey was carried out. The survey forms were distributed to a total of 55 individuals from different sectors, which included government, investors, researchers and facilitators / consultants. The survey comprised 24 statements covering the different factors mentioned above. These statements were a mix of positive and negative statements and the responses were measured on 5 point likert scale.
