Executive Summary
Procurement whether public or private is the source of economic activity and contributes towards gross growth indicators in every country. This research aims to explore the pattern of similarities and differences in procurement practices between subject sectors specifically in terms of ethics and strategy. A questionnaire is designed on an available tool that was used in a previous study of similar nature. Forty-six questionnaires from public and private sector organizations have been collected duly filled by seasoned procurement professionals where it is revealed that there is more opportunism and willful ignorance exists in public sector organizations along with the corporate ethical values. Furthermore, structured procurement is practiced more in the public sector as compared to private sector organizations.
