Description

The 1990s will be a critical decade for Africa. The world is in the midst of fundamental change and the ideological blinkers which so greatly hampered economic development for so long have been taken off. Africa too is in the midst of change, political as well as economic. This change is characterized most fundamentally by the loud and persistent calls from people in Africa for more participation in the decisions which affect their lives. This is a very positive development. We at the World Bank feel confident that we are in a position to respond to these far-reaching changes. This is due in large part to the widespread consensus that has emerged — in Africa and between Africa and the donor community — on Africa's primary development objectives and how they should be tackled. This consensus has not been easy to achieve. Although the debate has sometimes been vigorous, it has also been productive.
