Abstract / Description

The Accountability Mechanism (AM) of the Asian Development Bank (ADB), in its present shape and form, took effect in 2003 following a review by a panel of External Experts. The AM has withstood the test of time and the introduction of the problem solving or consultation phase within the ambit of the AM was an innovation that forged ADB ahead of other multilateral development banks (MDBs). The other noteworthy feature of this mechanism is formalized monitoring of the decisions taken by the Board on the findings of the Compliance Review Panel (CRP). However, the analysis, consultations and field visits carried out by this Review panel reveals that the effectiveness and adequacy of the AM have been less than optimal due to the problems of accessibility faced by the affected persons, lack of awareness and knowledge about the existence and the process of AM, and the time consuming and cumbersome procedures including too many involved steps.
