Abstract / Description

In his paper recently published in World Development, Prof. Helleiner (1992) presented an interesting perspective of Africa's Adjustment issues. While I agree on a number of points presented in the paper, and would not like to comment on his observations about the Bank, I will confine this note to some conceptual points and a few facts he has used in the paper on the question of external funding to Ghana and Zambia in the last half of the 1980s.
