In the past when you had 100% of the domestic banking system under the control of the ministry of finance, you then had reason to be concerned. But after the planned privatisation of Habib Bank this year, up to 80% of Pakistan's banking would be in private hands. That's a sea change where the private sector's increasing voice in Pakistani banking also ensures its independence.
