Abstract
Military spending in developing countries has been a controversial and emotive issue. There have been several explicit moves and initiatives by the international donor community, by the OECD and by the NGOs to curtail the level and growth of military expenditures in the poor countries. As a matter of fact, the proportion of national income spent on defence has been gradually declining in all the regions of the world.
