Abstract

The importance of Public-Private Partnerships (PPP) in education by the provincial governments in Pakistan is increasing over the past few years. A PPP program administered by Sindh Education Foundation was examined in comparison to the existing government and private schools. During the formation of these schools, the provincial government provided subsidies on a per-enrollment basis to examine the efficiency in educational outcomes for primary school students. School quality and teacher quality were kept as controls for determining the effect of this treatment on educational outcomes, namely enrollment and test scores with the counterfactual being the schools that did not receive this treatment. The objective was to determine whether school quality and teacher quality helped in improving the outcomes in the treatment group as compared to the control group. The results tell us that school quality and teacher quality were effective in explaining the improvement of enrollment and test scores in the treatment group.
