Executive Summary
TCF has more than 900 flagship school campus buildings across the Pakistan. The network is growing exponentially, with ever-growing need of school in the country and the emergence of bring out-of-children to the fold of education. With the growing number of schools built over the last 3 decades in different part of the country and keeping view the significant role of infrastructural condition to the learning experience of students, it is essential to have a robust on-going maintenance program/model for donor funded schools.
It is also imperative to mention that during fiscal year 2022-23, TCF spent a total of 0.95 Billion on repair and maintenance of schools (including 0.62 Billion for regular maintenance works and 0.33 Billion for rehabilitation of flood affected schools). This is 8.5% of the total operational expenditure of 11.24 Billion and 9.5 % of the entire program cost of 10.05 Billion
Despite of considerable maintenance expenditure (maintenance drives) in the past years, maintenance requirement of schools is yet to attain an assumed state of stability. A need is to devise a criterion standard and justification gauge to calculate/propose future maintenance budgets.
Below are the research objectives of the research;
- To study the in-placed maintenance model for TCF schools and analyzing weak areas, problems, misalignment/gap between top management and maintenance team.
- To explore and define significant variables to propose improved cost justification model and planning strategy of maintenance works. Also, explore relevancy of Total Cost of Ownership. To remap the process using IDEF° method (Input, Output, Control & Mechanism).
- To study and relate with different international standards and recommendations dealing with similar facility management issues. Propose solutions in the light of literature review and similar practical examples.

We would like to acknowledge the efforts of The Citizens Foundation (TCF) for their educational role and service in the country. Their existence means a lot for underprivileged society. The organization operate with a conglomerate network comprising of 2,033 school units at approximately 900 locations. With such a huge network, the company continues to operate in a professional manner and grow exponentially to diversely spread the culture of education in different parts of the country and defy the ignorance state of the masses.
