Abstract

Pakistan has completed three five-year plans of economic development and is now passing through a period of annual plans. While there seems to be a wide recognition and general consensus that the priorities and strategies of our planned development should undergo drastic changes both conceptually as well as practically, very little thought has been given to hit fresh ground in the process of planning and mechanics of plan formulation and implementation. The restricted impact of previous plans upon the lives of only a small minority of population and a few urban growth centres strongly suggests that fresh thinking and new approaches should replace the traditional and stereotype processes and procedures followed so far. The purpose of this paper is to examine the existing planning practices in Pakistan and suggest an alternative framework with a view to improve them.
